BlueCare CHOICES and Home-Delivered Meal Providers

BlueCare is one of the managed-care organizations that administers TennCare, including the CHOICES long-term services and supports program. When home-delivered meals are part of a CHOICES member's care plan, BlueCare and the care coordinator determine authorization and the available network provider options under the member's plan and program rules. Questions about eligibility, meal counts, or a vendor change go to the member's CHOICES care coordinator. Smash Meals is not a BlueCare, TennCare, or CHOICES contracted provider and does not bill any plan.

Who decides, in what order

Meal services under CHOICES flow through the care plan, not through a benefits hotline. The sequence is: TennCare eligibility and CHOICES enrollment, then an assessment by the MCO's care coordinator, then a person-centered care plan that either includes home-delivered meals or does not, then authorization and network provider options determined by the MCO.

That means the single most useful contact for a member or family is the assigned care coordinator. Ask for their name, direct number, and the date the care plan is next reviewed.

Questions for the care coordinator

Call the member services number printed on the back of the insurance card and ask these questions in order. Write down the answers and the reference number for the call.

  1. Does this plan include any home-delivered meal benefit this plan year — post-discharge, chronic-condition, or a grocery/food allowance?
  2. What triggers it: an inpatient stay, a documented diagnosis, a care-manager referral, or enrollment in a specific program?
  3. How many meals, over how many days, and does the clock start at discharge?
  4. Which vendors are approved, and can any of them prepare meals in a dedicated gluten-free facility?
  5. If no approved vendor can meet a celiac-level dietary need, is there an exception, out-of-network, or reimbursement pathway?
  6. What documentation does the plan need, and who submits it — the member, the discharge planner, or the care manager?

If the plan cannot supply a vendor that meets the dietary need, ask for the answer in writing. That letter is what a care manager or an appeal typically needs.

When a member has celiac disease

Some covered vendors may use shared facilities, or may not offer a dedicated gluten-free production environment. A "gluten-free" description can refer to the recipe rather than to the kitchen it was cooked in. If cross-contact is medically important, verify the vendor's actual kitchen controls directly with the plan or the vendor before meals start.

Smash Meals cooks in a dedicated gluten-free facility: we do not bring wheat, barley, or rye into the building and we do not share equipment with gluten-containing production. A dedicated gluten-free facility is not an allergen-free facility — check each meal's label for dairy, soy, egg, nuts, and other allergens. We are a direct-pay option some families use when a covered vendor cannot meet that need, when a short-term benefit has run out, or when they are feeding a parent in another state.

Smash Meals cooks in Kingsport and serves the Tri-Cities directly. Meals are cooked in our dedicated gluten-free kitchen in Kingsport, Tennessee. Pickup is free, local Tri-Cities home delivery is $15, and FedEx Ground shipping to our 30-state area is a $30 flat rate. No subscription and no minimum order. Order by Thursday at 11:59 PM Eastern for the following Tuesday. Families may choose to purchase additional meals privately alongside a covered service — that is a private purchase, and any question about how it interacts with a care plan should go to the care coordinator.

Does BlueCare cover home-delivered meals?
For members enrolled in TennCare CHOICES, home-delivered meals can be authorized as part of the person-centered care plan when the member meets program criteria. It is not an open benefit that members order on their own, and limits are set by the program.
How do I find out which meal provider is assigned?
Ask the CHOICES care coordinator listed on the care plan. They authorize the service and assign the contracted vendor.
Is Smash Meals a BlueCare or CHOICES provider?
No. We are not contracted with BlueCare, TennCare, or CHOICES, we are not in-network with any plan, and we do not bill insurance.
Can a member request a different meal vendor?
Requests go through the care coordinator, who works from the network provider options available under the member's plan and program rules. If none can meet a documented dietary need, ask for that in writing and ask what exception process exists.
